ભારતીય તોપખાનું આધુનિકીકરણ કાર્યક્રમ

અમેરિકી લશ્કરની એમ-૭૭૭ અફઘાનિસ્તાન યુદ્ધ દરમ્યાન.

આજે ઉત્સાહમાં આપણા જાણીતા ગણાય એવા ગુજરાતી (સંદેશ, ગુજરાત સમાચાર, મુંબઈ સમાચાર, દિવ્ય ભાસ્કર, અકિલા ), હિન્દી (દૈનિક જાગરણ) અને અંગ્રેજી (ટાઈમ્સ ઓફ ઇન્ડિયા, ધ હિંદુ, હિન્દુસ્તાન ટાઈમ્સ, ઇન્ડિયન એક્ષ્પ્રેસ) વગેરેની ઈ-કોપી ફેંદી મારી.એક પણ, એક પણ છાપામાં પહેલાથી છેલ્લા પાના સુધી ક્યાંય ઉલ્લેખ સુધ્ધાં નઈ હો!

આ મુંબઈ સમાચારનું બીજું પાનું એક ઉદાહરણ તરીકે જુઓ, છાપાના બીજા જ પાનાં પર (પહેલા પર તો તમે જાહેરાતો છાપી, તે બરાબર છે, આવક માટે જરૂરી છે ) દેશના મોટા સમાચાર હોય કે "મનોરંજન" સમાચાર?

જવા દો, આપણા ત્યાં છાપાવાળાઓને શેને પ્રાથમિકતા આપવી એની ગતાગમ ઓછી છે એ તો જૂની વાત થઇ ગઈ, મુદ્દા પર આવીએ.

૧૩ ડિસેમ્બર, ૨૦૧૬ એ આપણા દેશના સંરક્ષણ માટે સુવર્ણ દિવસ હતો. આ મંગળવારની બપોરે ૪:૩૦ વાગે ઓરિસ્સાના બાલાસોરમાં સંપૂર્ણ સ્વદેશી બનાવટની ૧૫૫-મીલીમીટરની ભારતીય તોપે પ્રાયોગિક સાબિતીના ભાગ રૂપે પહેલો ગોળો દાગ્યો!!! જે ભારતીય લશ્કરના સાધન-સરંજામ (સાચું કહો તો એની તીવ્ર અછત) વિષે જાણે છે એજ આનું વિરાટ મહત્વ સમજી શકશે.

Advanced Towed Artillery Gun System (ATAGS) - આધુનિક ખેંચીને લઇ જવામાં આવતી ૧૫૫-મિમી, ૫૨-કેલીબરની રક્ષા અનુસંધાન અને વિકાસ સંગઠન (DRDO - Defense Research and Development Organization) દ્વારા નિર્મિત આ તોપ બે ખાનગી પેઢીઓના સહયોગથી બનાવવામાં આવી છે. કલ્યાણી ગ્રુપ અને તાતા પાવર(વ્યૂહાત્મક ઇજનેરી ડીવીઝન) ભાગીદારો છે. તે ઉપરાંત રક્ષા મંત્રાલય હેઠળ આવતું OFB-Ordinance Factory Board પણ આ પરિયોજનામાં જોડાયેલ છે. જમીનથી જમીન પર માર કરતી આ તોપના બે દિવસ પ્રયોગ થયા છે અને તકનીકી માપદંડો ઉપર તે સફળ નીવડી છે. કોઈ પણ નિર્માણાધીન/વિકાસાધીન શસ્ત્ર/સાધનનો પહેલી વાર ઉપયોગ એક ખૂબ મોટી કસોટી અને મોટું સીમા-ચિન્હ છે. કેટ કેટલાય ઇજનેરો અને ટેકનિશિયનોના રાત-દિવસના ઉજાગરા અને મહેનતની કસોટી થઇ હશે અને કેવી રીતે તેઓ ફાટી આંખે પહેલો ગોળો નિર્ધારિત લક્ષ્યને જઈને વીંધે છે કે નહિ તે જોઈ રહ્યા હશે. એક ઇજનેર તરીકે મારા એ બધાં જ જાત-ભાઈઓને ખૂબ ખૂબ અભિનંદન.

આજની તારીખે ભારતીય તોપખાનામાં ૧૫૫-મિમીની તોપોની અછત એ ખૂબ જ ચિંતાજનક મુદ્દો છે અને જગ-જાહેર છે. અછત એટલી તીવ્ર છે કે ધારી લો કે એક સાથે ૫ જુદી જુદી જગ્યાએ કારગીલ ઉભા થાય તો આપણા લશ્કરની કળ વળી જાય. અને ચીન-પાકિસ્તાનની મિત્રતા એટલી ગાઢ થતી જાય છે કે આવનાર ભવિષ્યમાં આપણે એક-સામટા બે દુશ્મનો સામે બાથ ભીડવી પડે એ સાચી શક્યતા છે. પાકિસ્તાન એ ચીનનો દત્તક પુત્ર થઇ ચૂક્યો છે, ભવિષ્યના યુદ્ધમાં દીકરાને હાથ લગાડશો તો બાપ કઈ છાનો બેસી રહેવાનો નથી. 

દેશ-દ્રોહી, મુસલમાનોના તુષ્ટિકરણ અને હિન્દુઓના પતન માટે કટિબદ્ધ એવી કોંગ્રેસના છેલ્લા ૧૮ વર્ષના શાસનકાળમાં ૧૫૮૦ નવી તોપ માટેના આંતર-રાષ્ટ્રીય ટેન્ડરો કેટલીય વાર બહાર પડ્યા અને રદ્દ થયા. પરિણામ એ છે કે ૧૯૮૬માં ખરીદાયેલી ૪૧૦ હોવીત્ઝર (કારગીલ યુધ્ધમાં ટીવી પર જોઈ હશે) બાદ છેલ્લા ૩૦ વર્ષમાં એક પણ નવી તોપ લશ્કરમાં જોડાઈ નથી. ઘણાં વર્ષોના આ ટેન્ડરોના ખેલ બાદ, DRDOના પુણે સ્થિત ARDE(Armament Research and Development Establishment) - શસ્ત્રસરંજામ શોધખોળ અને વિકાસ વિભાગને દેશ માટે સ્વદેશી તોપ બનાવવાનું કાર્ય સોંપાયું હતું. OFB અને ભારત ફોર્જને નાળચા બનાવવાનો આદેશ અપાયો છે. 

માનનીય શ્રી નરેન્દ્ર મોદી સાહેબના "Make in India" કાર્યક્રમ હેઠળ, ઉલ્લેખિત ખાનગી કંપનીઓના સહયોગથી લશ્કરની ખૂબ મોટી જરૂરીયાતને પહોંચી વળવા ૨ ઉત્પાદન એકમો આકાર લઇ રહ્યા છે એમ DRDOના વડા શ્રી ડો. એસ. ક્રિસ્ટોફરે જણાવ્યું.

નંગ દીઠ ૧૫ થી ૧૮ કરોડના ભાવે ૧૫૮૦ ATAGS તોપો માટે રૂ ૨૫,૦૦૦ કરોડનો કરાર કરવામાં આવ્યો છે. 

કોઈ પણ યુધ્ધમાં સૌથી વધુ સૈનિકોની શહીદી કે ઇજાનું કારણ તોપમારો હોય છે જે ૨૦-૩૦ કિલોમીટર દૂરથી કરવામાં આવે છે. પહેલા ભારે તોપમારો દુશ્મનનો કચ્ચરઘાણ વાળી દે પછી પાયદળ અને ટેન્કોની ટુકડીઓ ઓછામાં ઓછા સંઘર્ષ સાથે આગળ જઈને કબજો જમાવે છે. લશ્કરી ભાષામાં તોપ એ પાયદળની કરોડરજ્જુ છે... કરોડ ટટ્ટાર તો લશ્કર તૈયાર. એના વિના બધું નકામું. 

ભારતીય થળસેના પાસે ૨૬૪ તોપ રેજીમેન્ટ છે, દરેક પાસે ૨૧ તોપ હોય છે. મોટા ભાગની રેજીમેન્ટમાં હાલમાં હલકી ૧૦૫-મિમીની તોપો છે. પણ ભારતીય સેના ૧૫૫-મીમીની તોપને દરેક રેજીમેન્ટની પ્રાથમિક તોપ બનાવવાનું સ્વપન સેવે છે કારણકે ૧૫૫-મિમીનો મોટો ગોળો ઘણો વધારે વિનાશ નોતરે છે. 

૨૬૪ પૈકી જો માત્ર અડધી એટલે કે ૧૩૨ રેજીમેન્ટનું પણ આધુનિકીકરણ કરવા માટે 2772 તોપ જોઈએ જે હાલના ૧૫૮૦ તોપના ઓર્ડરથી ય પહોંચી ના વળાય. 

૨૫મી નવેમ્બર,૨૦૧૬ના  રક્ષા મંત્રી શ્રી મનોહર પારીકરે સંસદમાં જણાવ્યું કે ATAGS એ DRDOનો અત્યંત આગવી પ્રાથમિકતા ધરાવતા કાર્યક્રમોમાંથી (એક) છે જે સપ્ટેમ્બર,૨૦૧૫ સુધી માં સમાપ્ત કરવાનું લક્ષ્ય હતું જે હવે માર્ચ ૨૦૧૭ સુધી પાછો ઠેલાયો છે.

આ ઉપરાંત બીજી પણ તોપો હસ્તગત કરવાની યોજનાઓ કાર્યરત છે. ૧૯૮૬માં ખરીદાયેલી FH-77 બોફોર્સ ૩૯ કેલીબરના ગોળા દાગે છે. તેની ઉપલબ્ધ તકનીકી માહિતીના આધારે OFB તેની સુધારેલી આવૃત્તિની  ૧૫૫-મિમીની ૪૫-કેલીબરની તોપ બનાવી રહી છે. કેલીબર વધે એટલે તોપના નાળચાની લંબાઈ વધે અને તેની સાથે સાથે તોપની વધુ દૂર સુધી ત્રાટકવાની મારક-ક્ષમતા! આ સુધારેલી આવૃત્તિ તોપની મારક-ક્ષમતા ૨૭ થી વધીને ૩૫ કિલોમીટર થઇ જશે!!!! :)

૫મી ઓગસ્ટે રક્ષા મંત્રી શ્રીએ સંસદમાં જણાવ્યું કે આ સુધારેલી ૧૧૪  "ધનુષ" તોપ માટે OFBને ઓર્ડર આપવામાં આવ્યો છે. થળસેનાને પસંદ પડશે તો ઓર્ડર વધારીને ૪૦૦ તોપનો કરવામાં આવશે.

આ ઉપરાંત ભારતે અમેરિકા પાસેથી ૧૪૫ અત્યંત હળવી એવી ૧૫૫-મિમીની ૩૯-કેલીબરની BAE systems દ્વારા નિર્મિત તોપો માટે સોદો કર્યો છે એમ મંત્રી શ્રી એ ૨જી ડિસેમ્બરે  જણાવ્યું છે.

નવેમ્બર ૨૦૧૪માં રક્ષા મંત્રાલયે ૧૫,૭૫૦ કરોડના ખર્ચે જીપ કે તેના સમાન વાહન પર લદાય એવી ૮૧૪ Mounted Gun Systems (MGS) (સન્ની દેઓલનું બોર્ડર યાદ છે?!)  મંજૂર કરી હતી. ૨૮૦ સ્વયં-સંચાલિત  તોપો માટેના ટેન્ડર પણ બહાર પાડવામાં આવ્યા છે. આ બધી જ ૧૫૫ મિમીની ૫૨-કેલીબરની તોપો છે.

એક દિવસ એવો પણ આવશે કે કોઈ મને પૂછે કે "કોણ મોટી તોપ છે?" તો હું વટથી કહીશ કે મારો દેશ!

તા.ક. : આ બધું આવતા ૧૦ વર્ષોમાં થશે તે બાદ આપણે ચીનનો સામનો કરવા "અમુક અંશે" તૈયાર થઇ શકશું. સાંભળીને આશ્ચર્ય થયું કે!? જો તમે નિયમિત આપણા લશ્કરી સમાચાર વાંચતા હો તો અને ભ્રષ્ટ કોગ્રેસના રાજમાં દેશનું કેટલું નુકસાન થયું છે તે જાણતાં હોત તો ના થાત. હાલમાં સાધનોની તીવ્ર અછત આપણા લશ્કરને પાંગળું બનાવી રહ્યું છે... આ જુઓ ભારત-ચીન સરખામણી

Welcome 2014

Little voice in your head says is deshdaaz going nuts?! Its not even May-2013 yet ! Yes, we are still within the first half of 2013 and no I do not work for crazy automotive companies who launch there 'next' year models almost 6 months prior to the actual year. That said, I do welcome 2014 so soon since I actually wish it's already here. What's the hurry? What does 2014 hold? Well to begin with it will be when Bharat and Bharatiyas will be teeming with hope that Shri Narendra Modi ji will move to Delhi. Whether you like him or not is it's hardly going to be matter of choice for voters. And when I talk about choice, it's not because his take on policy issues such as FDI in retail or women's reservation bill or capital punishment for rape convicts. Views may vary but IMHO those are 'internal matters' of the nation which have remain unsettled for long and could very well [not that it should] remain in status quo further. What CANNOT remain in status quo is China's belligerent stand in the whole ongoing Daulat Beg Oldi standoff.  Having read in details about the blunders that Congress committed back in 1962 which brought national humiliation that still haunts many, it is hardly a surprise how current Congress government is dealing with the situation. Your ENEMY intrudes your territory as deep as 18 Kilometers, set up a camp and bluntly REFUSE to pull troops back. And what do we do? We send them a memo(to be hand delivered by Foreign Minister himself on 9th May)!!! The Minister of External Affairs is now officially in the Nobel Peace Prize race. Here is unsolicited piece of advice Mr. Khurshid. Nothing wrong with trying to be peace-maker but then consider surrendering Indian citizenship and try it as Pakistani/North Korean/Chinese etc, take your pick. Don't get me wrong. I have no issues you trying it as Indian but it will improve your odds of winning as non-Indian since currently you are competing with our very own Prime Minister. Retired Army Chief V P Malik points out very well that only a "sound defense makes for sound diplomacy". [Video below] Clearly the guys in power did not take diplomacy101 in their college days.[Where did Salman Khurshid graduate from?]

Finished watching? Now replace 'bank' with China and those two Indians with our EAM(External Affairs Minister) and PM(Prime Minister). The script would be something like below

PM   : Did you show them the doves(pigeons)????
EAM : I showed them dozen!!!

And unless you are Nehruvian/Gandhian from the 60's you know that not just UPA1/2,  Congress in general have neglected our borders and defenses for decades. To that extent, I am actually surprised that they don't declare it in their election manifesto. It should be bold and red, "If voted to power,we reserve the right to neglect national interest". Must be that they expect people to assume that as a standard from any Congress government.

Anyway coming to my point, it not just the Chinese (with whom it's relatively easy to deal), we have new arrivals in Bharat. Yes, I use term arrivals and not visitors since visitors return at the end of their visit. Check out the pictures below. It's official!  YAY!

Getting my point now? Forget the internal matters India. Chinese, Pakistan-pushed-in-Talibanis, we have serious threat of external aggression that may escalate to war. Who is going to safeguard us and our borders? Name one Congress leaders up for the task. Mind draws blank? Don't worry, just means you are a sane/responsible citizen. India, your choices are limited and time-sensitive.

1) Get out of your 'comfort zone' in 2014 general elections AND vote 'One Man Army'  Shri Narendra Modi ji to Power to protect ourselves & our borders OR
2) Remain in your comfort zone & wait for the gun-totting, mask-wearing, Islam-swearing Mohammedan to LITERALLY knock on your door.

What? Am I exaggerating? Admittedly so but than consider this. These 'new arrivals' in the valley have already started issuing diktats for 'Indian'[read Hindu] female tourists to Kashmir such as NOT to wear jeans. Here are the links. P.S. : DEAR Prime Minister, if you cannot protect the sovereignty of our nation, kindly consider this. Arrange for mass transportation for civilians to Despang plains area. Granted we are not trained in high-altitude mountain warfare or even have basic fighting skills, this land is OUR mother and we will do 'whatever it takes' to drive out those ungrateful neighbors. The Chinese military can certainly not match the strength of 1.2 billion Indians, can they?

China hype in media

"Red Peril", "Dragon breathing Fire", these are some of the recent headlines showing tensions between India and China in Himalayan border region due to disputed border. Well,it must be thought in retrospection. If you think carefully, the hype in media underlines the psyche of Indian people who has come out of oppression, slavery and captivity only before 62 years. We Indians are paranoid about not falling victim to another cruel regime like the British Empire. It is rather a good thing that we are so much concerned about the every possible threat to our nation and we are bringing such issues to public debate by means of media. But the hype and discussion should not scare people nor should it create a notion that we cannot defend ourselves against Chinese communist regime. Do not forget we are the people who fought the British without a single gun and forced them to vacate our beloved nation. Today we are a nuclear power with 1.1 billion people willing to defend their freedom. China has no recent war experience which is very important for any Army. We have Kargil experience to our advantage. China can NOT defeat us just with their numerical edge in military equipments and manpower. Just to get an idea how seriously Indian Army is preparing to counter the border violations by Chinese, take a look at this video...And rest assured our mother-nation is safe and well-protected. Let those commies come, we are a big country. we have enough space to dig their graves.

Honorable Shri Kiren Rijiju on Nation-building

Dear Friends,

As I promised earlier, I present to you a thought-provoking video by Shri. Kiren Rijiju. By far he is the most dynamic, most talented and most promising young politician that India has today. He represents India's "State of the rising sun", Arunachal Pradesh. That's is where India's international borders begin and stretches up to my state of Gujarat. I absolutely LOVE the part of the video where he says we greet people by various slogans here in Mumbai like "Namaste" or "Sat Sri Akal" or "Good Morning", but in Arunachal Pradesh there is only one Slogan, JAY HIND. My salute to such nationalist state. Its a shame that such a state has been neglected by AICC(All India National Congress) for decades as its tiny population did not form major vote-bank.

China is working towards diverting Brahmputra river away from India


China’s move to divert the Brahmaputra will force private power project developers in the North-East to be wary of investing with the hydrological risk of not having adequate water.

China’s attempt to divert the Brahmaputra has reared its head again. The Chinese are apparently eyeing about 40 billion cubic metres, out of the annual average inflow of 71.4 billion, of the Brahmaputra’s waters. The river skirts China’s borders before dipping into India and Bangladesh. China has a serious need to feed water to its north-west territory, the Gobi Desert, which contains almost half the country’s total landmass, but only seven per ce nt of its freshwater. The Gobi occupies an area of 13,00,000 sq.km making it one of the largest deserts in the world. Desertification of Gobi since 1950s has expanded it by 52,000 sq.km and it is now just 160 km from Beijing. It is said to expand by 3 km per year.

China has the will and the necessary resources — manpower, technology and, above all, large foreign currency reserves in excess of a trillion dollars — to take the Brahmaputra diversion project forward; the country’s economic stimulus in infrastructure could create employment potential for more than a few million people.
Hydrological risk

What does this diversion mean for India? The move by the Chinese Government will put almost 40 per cent of India’s hydel potential in trouble. India has hydro potential of 1,50,000 MW, of which 50,000 MW is in the North-East. Arunachal Pradesh, mainly fed by Brahmaputra’s tributaries — Siang, Subansiri and Lohit — supports development of 28,500 MW hydro projects. Of this, 2,000 MW is under development by NHPC and almost 23,500 MW has been awarded to Reliance Power, Jaiprakash Power, Athena Energy and Mountain Falls Ltd, besides NHPC.

Most of the awarded projects are awaiting environmental clearances, which may take two-three years, before work can begin on the ground. Since Brahmaputra is fed mainly by melted water from the Himalayan glaciers, the hydrological flow is expected to be affected during the lean flow season (winters), affecting generation from the planned plants. A move by China to divert the water will force private developers to be wary of investing in projects with the hydrological risk of not having adequate water even during normal times.
Funding mechanism

With this in mind, the Ministry of Water Resources (MoWR) is reported to have recently held a joint meeting with the Home Ministry, the Planning Commission and the State Governments of Assam and Arunachal Pradesh to work out a suitable funding and compensation mechanism for storage projects on the Siang, Subansiri and Lohit Rivers.

It was suggested at the meeting that 90 per cent of the funding of the flood moderation cost component of storage projects could be released to Arunachal Pradesh, which could then be passed on to the project authorities and, second, the amount equivalent to flood protection benefits accruing to Assam, as a result of the storage projects could be monetised and released to Arunachal Pradesh by the Planning Commission.

Hopefully, this should speed up the process of the project development so that the country can claim its first user right over the waters in terms of the MoU entered into between India and China in 2002.

The Brahmaputra flows 2,900 km from its source in the Kailash range of the Himalayas to its massive delta and the Bay of Bengal in Bangladesh. The river drains a vast area of nearly 9,36,800 sq. km. This river system forms the largest river delta and the third largest free water fall out into the Ocean in the world — next only to the Amazon and the Congo rivers. More people live in the Ganges-Brahmaputra river basin than Western Europe and the entire North American continent.
Issue to be addressed

This river system is of critical interest to all the four countries, including Nepal. China is an upper riparian state and, therefore, has the freedom and capacity to divert the river. Should that happen, the irreparable loss will result in destruction of a large part of the North-East and Bangladesh. This step will also drive millions of refugees from Bangladesh into India for their livelihood. There is thus an urgent need to address this issue trilaterally.

Water sustains life, environment and our culture. With global demand for water on the rise, we cannot be surprised if one country responds to its needs unilaterally; it is for us to take adequate steps before such disaster strikes.

China Vetoes Indian ADB Loan

China has withheld approval for a multilateral development loan by the Asian Development Bank to India, the first time such a move has been taken. The situation is now worrying global leaders, concerned that an increase in China’s lobbying capabilities on an international basis will see a parallel increase in its veto powers being used for self interest, rather than global and regional purposes.

The loan was to have been used for projects in flood management, water supply and sanitation in the northeast region of Arunachal Pradesh, which China has territorial claims on. Although the area has never officially been part of China, the two countries fought a border war over the territory in 1962. China won that skirmish, but then pulled back its troops. China in recent times has however continued to claim the region as disputed and minor border incursions by China have not been uncommon. The area is agriculturally fertile. The other disputed border area China has with India is in the Himalayan plateau, on the border with Tibet. No recent conflicts have occurred in this location.

India was the biggest recipient of ADB loans last year, lending for projects worth close to US$3 billion. The ADB had never previously deferred a loan to the country.

The conflict raises concerns of future conflicts should China gain more concessions over voting rights and additional veto powers as part of its growing stature within the international community. Beijing is lobbying hard for a greater say within the IMF and other international organizations, and fears are if provided, China will use these to influence programs its sees impinge upon its national or political interests. China appears to be pursuing a path that could see it wield veto powers against projects or even rescue packages for countries that did not comply with China’s own political demands.

China's brutality in Tibet
